Defense Security Cooperation Policy Memorandum 23-33, Assignment of Program Code "UC" to track Fiscal Year 2023/2024 Funding for Peacekeeping Operations in Africa [SAMM E-Change 635]

Program code "UC" is assigned to track Fiscal Year (FY) 2023/2024 funds for Peacekeeping Operations (PKO) in Africa appropriated in the Department of State, Foreign Operations, and Related Program Appropriations Act (Division K, P.L. 117-328). PKO activities are authorized by section 551 of the Foreign Assistance Act, as amended (22 U.S.C. Section 2348). The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https//:samm.dsca.mil.

Instructions for preparation of "UC" Letter of Offer and Acceptance (LOA) documents are found in the SAMM, Table C15.T5. Standard notes applicable to Building Partner Capacity (BPC) programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "UC" LOAs will be fully expended and cases will be reconciled and closed two months before the funds' cancellation date.
