Defense Security Cooperation Policy Memorandum 23-47, Assignment of Program Code "GK" to track Fiscal Year 2021 Two-Year Funding for International Narcotics Control and Law Enforcement [SAMM E-Change 640]

Program code "GK" is assigned to track Fiscal Year (FY) 2021/2022 funds for International Narcotics Control and Law Enforcement (INCLE) appropriated under the Department of State, Foreign Operations, and Related Program Appropriations Act (Division K, P.L. 116-260). INCLE activities are authorized under section 481 of the Foreign Assistance Act (FAA), as amended (22 U.S.C. Section 2291). The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil/.

Instructions for preparation of "GK" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "GK" LOAs will be fully expended and cases will be reconciled and closed two months before the funds cancellation date.
