Defense Security Cooperation Agency Policy Memorandum 24-07, Communications Security Letter of Offer and Acceptance Note Change for Communications and Information Security Memorandum of Agreement Nations Joining North Atlantic Treaty Organization

This memorandum provides guidance to the Combatant Commands (CCMDs) and the Implementing Agencies (IA) on the transfer of Communications Security (COMSEC) materials for new North Atlantic Treaty Organization (NATO) members.

There are two types of standard Letter of Offer and Acceptance (LOA) notes on COMSEC Enhanced End-Use Monitoring (EEUM) requirements, one for Communications Interoperability and Security Memorandum of Agreement (CISMOA) Nations and another for NATO Members, Australia, and New Zealand. New NATO Members that have a CISMOA with the United States may have their Communications Security (COMSEC) Enhanced End-Use Monitoring (EEUM) - FMS - To Other Than NATO Members, Australia, Or New Zealand case note changed to the Communications Security (COMSEC) Enhanced End-Use Monitoring (EEUM) - FMS - NATO Members, Australia, Or New Zealand and Communications Security (COMSEC) Enhanced End-Use Monitoring (EEUM) - BPC - To Other Than NATO Members, Australia, Or New Zealand case note changed to the Communications Security (COMSEC) Enhanced End-Use Monitoring (EEUM) - BPC - NATO Members, Australia, Or New Zealand case note when they become full NATO members.

For all future LOAs that add COMSEC equipment, including new amendments and modifications to LOAs implemented prior to NATO membership, DSCA (Office of International Operations, Global Execution Directorate, Case Writing and Development Division (IOPS/GEX/CWD)) will add the NATO Member, Australia, and New Zealand COMSEC EEUM note.
