Effective immediately, this memorandum updates the Security Assistance Management Manual (SAMM) to add the current list of defense articles and services, by general name or category, that the United States considers to be available for export solely on a Government-to-Government basis. This update is in direct response to requests from U.S. industry to make additional information more accessible and transparent. The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.
