Security Assistance Management Manual Policy Memorandum 26-110, Assignment of Semi-Permanent Program Code "LF" for Section 8034 of Department of Defense Appropriation Act, 2026, Lebanese Armed Forces Assistance Program Two-Year Funds, to Track Funding Beginning in Fiscal Year 2026 to Support the Building Partner Capacity Long Term Solution [SAMM E-Change 876]

 

The semi-permanent program code "LF" is assigned to track funds under the authority of the Lebanese Armed Forces Assistance Program (LAFAP) as established, along with appropriation authority in Division A, Section 8034 of the Consolidated Appropriations Act, 2026 (P.L. 119-75). Table C4.T2B. and Table AP8.T2. are updated per the attachment. The semi-permanent program code follows Building Partner Capacity Long Term Solution procedures. The policy in the attachment is incorporated into the SAMM at https://samm.dsca.mil.

Instructions for preparation of "LF" Letter of Offer and Acceptance (LOA) and training grant documents are located in Chapter 15. Standard notes applicable to Building Partner Capacity (BPC) programs are found in Appendix 6, LOA Notes Listing. The partner will work with DSCA (Office of Business Operations, Financial Policy & Regional Execution Directorate (OBO/FPRE)) for information for establishing the funds for this effort via wire transfer.
