Defense Security Cooperation Agency Policy Memorandum 26-56, Announcement of New Case Closure Submission Tool [SAMM E-Change 831]
This memorandum announces the rollout of the new SharePoint based Case Closure Submission Tool. DSCA is implementing this new tool to replace the case closure mailbox. The new tool is designed to provide a more efficient and transparent process for the Implementing Agencies (IA) to process case closure equities. The policy in the attachment is incorporated into the DSCA SAMM at https://samm.dsca.mil.

AP7.C6.3.5. Case Closure Submission Tool. The Case Closure Submission Tool is the principal method for communicating with the DSCA case closure team, located at the following link: DSCA Case Closure Tool (DoD CAC Holders Only). It provides the IAs with the ability to submit questions and requests related to case closure via an online interface, as well as visibility pertaining to the request status while it is pending review. A planned future enhancement will also provide reports on key performance metrics by IA on cases processed. The tool provides various categories to choose from on the requests page, which are:
Request Topics:
- General Request
- Data Submission
- Zero Amount
- Forced Closure
- Problem Disbursement
- Re-open
AP7.C6.3.5.1. The permissions for the IAs consist of users being able to view, create, and save requests. IAs may also edit requests that are in draft status. Please note that IAs cannot delete requests. To ensure proper oversight, access to the tool is managed at the IA level. If you require access, please reach out to your IA point of contact. If you have any questions or feedback regarding the new tool, please submit a general request in the tool, or contact the closure team POCs who are listed on the Closure Tool landing page.
