DSCA Policy Memo 21-02, Overseas Humanitarian, Disaster, and Civic Aid (OHDACA) Project Types has been posted.

This memorandum incorporates E-Change 519 into the Security Assistance Management Manual (SAMM) by replacing paragraph C12.3.2. Project Types with the attached revised paragraph. The revised paragraph C12.3.2. increases the minimal-cost project amount from $15,000 to $30,000 and introduces the OHDACA-funded multi-lateral training (MLT) project type.

DSCA Policy Memo 21-36, Update to SAMM Section C10.8.2. and Appendix 6, "Training - Homeland Security Information and Forfeiture Charges" Case Note has been posted.

New vetting procedures for International Military Students (IMS) and Accompanying Family Members (AFM) are in development and will change processing requirements and associated timelines. This change is a necessary interim step while the guidance and comprehensive pending revisions to SAMM Chapter 10 are underway.
