DSCA Policy Memo 24-04, Updates to Chapters 11, 15, and Issuance of Appendix 8 has been posted.

DSCA is excited to announce the release of "Chapter 11 - Security Assistance and Security Cooperation Programs", "Chapter 15 - Building Partner Capacity Case Development, Implementation, and Execution Process," and "Appendix 8 - Security Assistance and Security Cooperation Programs." This multi-year effort to further integrate Building Partner Capacity guidance into the SAMM. We would like to thank the members of the security cooperation (SC) and security assistance (SA) community that has helped us reach this major milestone.

Details:

• Chapter 11 contains an overview of SC/SA, explains the relationship between the two, and describes the various authorities.
• Chapter 15 has been updated to focus on the case process for Building Partner Capacity.
• The newly created Appendix 8 provides an initial listing of 19 SC and SA programs and is structured to be easily searched and updated. Appendix 8 will be expanded/backfilled with additional programs via future policy memos.

Important Notes:

• The old "Table C15.T2. BPC Programs and Authorities" has been moved into Appendix 8 and been renamed "Table AP8.T2. Security Assistance and Security Cooperation Programs Code Listing."
• DSCA is currently scrubbing the updated Chapters and Programs to verify links and references. Updates to these will be made as spot changes. Substantive changes will be issued via Standalone or SAMM Administrative update memos.
