DSCA Policy Memo 25-59 Building Partner Capacity Clarification Updates has been posted.

This memorandum provides clarification updates to Chapter 15, Chapter 15-Legacy, and several Appendix 8 programs in the Security Assistance Management Manual (SAMM).

This memo:

• Retitles Chapter 15 Legacy as C15-Legacy - Building Partner Capacity Letter of Offer and Acceptance Development, Implementation, and Execution Process Using the Defense Security Assistance Management System Case Module.
• Updates Chapter 15 references in several SAMM Chapters, LOA Notes, and Appendices.
• Updates the legal Citations for Appendix 8 - Section 332(b) and Section 1210 of P.L. 116-92 - Legal Institutional Capacity Building Initiative and Appendix 8 - Indo-Pacific Maritime Security Initiative
• Updates the Status of 15 DSCA Policy Memos.
• Updates and reorganizes Chapter 15 - Building Partner Capacity Case Letter of Offer and Acceptance and Training Grant Development, Implementation, and Execution Process.
