This memorandum updates the Security Assistance Management Manual (SAMM) with guidance to provide Rough Order of Magnitude (ROM) Pricing in lieu of Letter of Offer and Acceptance (LOA) data for new Foreign Military Sales (FMS) Letters of Request (LOR) for Price & Availability (P&A) and/or preliminary pricing data for FMS cases as outlined in Policy Memo 26-45 (CUI), Rough Order of Magnitude Pricing Requests (DoW CAC Holders only)
