DSCA Policy Memo 12-15 Revised Guidance for Requests for Other than Full and Open Competition has been posted.

SAMM updates will be performed and policy will take effect September 9, 2012.

This memo revises provisions regarding Foreign Military Sales (FMS) customer requests for other than full and open competition procurement (commonly referred to as 'sole source').

The attached change to the SAMM revises provisions regarding FMS customer requests for other than full and open competition procurement under the authority of an exception in the Competition in Contracting Act (CICA)(10 U.S.C. §2304(c)(4)), referred to as the 'International Agreement' exception in Federal Acquisition Regulation (FAR) 6.302-4 and the DoD FAR Supplement (DFARS) Subpart 206.302-4.

An administrative update was made to C5.5.5.1. IA Submissions to correct the referenced figures.

An administrative update was made to sections of C7 - Transportation to correct hyperlinks to the updated TRANSCOM and DLA web pages.

An administrative update was made to Chapter 15 to correct several references.
