DSCA Policy Memo 15-19 Foreign Military Sales (FMS) Advisory for European Union (EU) Regulation (EC) No. 1907/2006, as amended, on Registration, Evaluation, Authorisation and Restriction of Chemicals (REACh) has been posted.
REACh was enacted in June 2006 to reduce the use of toxic and hazardous chemicals in the EU. While REACh is not a compliance issue for DOD, as DOD is not subject to European Union Regulations, it may have significant implications for the DOD’s supply chain, its industrial base, and consequently, the performance of DOD’s mission. Due to these potential impacts, DSCA was tasked with monitoring Foreign Military Sales (FMS) for chemical substances used in, or used to support, U.S. defense articles banned from import into the EU under REACh.
