April 28 - May 04, 2019	DSCA Policy Memo 19-26 Security Assistance Management Manual (SAMM) Name Change for Swaziland has been posted. On May 25, 2018, Swaziland was renamed the Kingdom of Eswatini. Effective immediately, the Security Assistance Management Manual (SAMM) is updated to indicate the new name and maintain the historical reference to the former name. This memo updates Table C4.T2A. SC Customer and Regional Codes and FMS Eligibility and Table A7.C3.T1. Master ACCP Participating Country Table. DSCA Policy Memo 19-31 Financial Management of the Foreign Military Sales (FMS) Administrative Surcharge Trust Fund Account and the FMS Contract Administrative Services (CAS) Cost Clearing Account has been posted. This memorandum updates SAMM Chapter 9.15 and C9.16 to strengthen the Defense Security Cooperation Agency's (DSCA) financial management of the FMS Administrative Surcharge Trust Fund Account and the FMS Contract Administrative Services (CAS) Cost Clearing Account. These SAMM updates also support DSCA's efforts to fulfill the recommendations outlined in the Government Accounting Office's reports numbered 18-401 and 18-553.
