This memorandum updates Chapter 5 of the Defense Security Cooperation Agency (DSCA) Security Assistance Management Manual (SAMM) regarding 36(b) congressional notifications (CNs) for major arms sales to reflect current policies and procedures and to provide revised templates.

This memo updates:

• Congressional Notification – Arms Export Control Act 36(b) for Security Assistance Programs and all included figures.
• Administrative changes in Chapters 4, 5, 8 and 9 to correct links to the new section.
• Appendix 5 - DSCA Reporting Requirements (Congressional) Rows 20, 21, and 22.

DSCA Policy Memo 24-05, Implementing Agency Disapproval Recommendation has been posted.

Effective immediately, the Security Assistance Management Manual (SAMM) is updated to clarify that a formal disapproval notification to the Foreign Military Sales (FMS) purchaser is required when Major Defense Equipment, Significant Military Equipment, support of these articles, or a Letter of Request (LOR) in its entirety will not be included in a Letter of Offer and Acceptance (LOA).

Chapter 13 provides guidance to the SC community on the management of DSCA-funded IT systems and identifies the major IT systems used by the SC community.
