DSCA Policy Memo 24-75, Special Defense Acquisition Fund Procurement Guidance has been posted.

This memorandum establishes Department of Defense (DoD) procurement objectives for the Special Defense Acquisition Fund (SDAF) to ensure the funds are used to advance U.S. national interests as well as those of foreign partners. Effective immediately, Implementing Agencies (IAs) will apply this guidance, in conjunction with reference (c), when requesting funds in the SDAF account.

There are no SAMM changes in this memorandum.

DSCA Policy Memo 24-91, Updates to Semi-Permanent Program Codes to add Fiscal Year 2025 Continuing Appropriations and Extensions Act has been posted.

Semi-permanent program codes have been established for the following programs: "Section 333 - Foreign Security Forces: Authority to Build Capacity," the "Ukraine Security Assistance Initiative (USAI)," "Indo-Pacific Maritime Security Initiative (MSI)," "Section 332 - Defense Institution Capacity Building," "Counter-ISIL/Counter-ISIS Train and Equip Fund (CTEF)," and "Section 1208 - Women, Peace, and Security." Fiscal Year 2025 Continuing Appropriations and Extensions Act information is being added to Table AP8.T2.

DSCA Policy Memo 24-84, Assignment of Semi-Permanent Program Codes "UW," "UX," "VW," and "VX" for Counter-ISIL Train and Equip Funding, to Track Funding Beginning in Fiscal Years 24/25 to Support the Building Partner Capacity Long Term Solution has been posted.

The semi-permanent program codes "UW" are assigned to track funds under the authority Counter-ISIL Train and Equip Funding (CTEF) for Iraq and "VW" under the authority of CTEF for Syria. Program codes "UX" for CTEF for Iraq and "VX" for CTEF for Syria are assigned for the same purposes for use when Case Designators for "UW" and "VW" are exhausted. The program codes support the Building Partner Capacity Long Term Solution. Additionally, P.L. 118-47, Further Consolidated Appropriations Act, 2024, Division A, authorizes two-year Operations and Maintenance funding for CTEF.

DSCA Policy Memo 24-72, Updates to Security Assistance Management Manual Glossary has been posted.

This memorandum updates a tranche of terms and definitions in the DSCA Security Assistance Management Manual (SAMM) glossary for enhanced clarity on security cooperation language throughout the community. The SAMM glossary updates are a result of the DSCA Data Management program that includes updating and designating official security cooperation terms within DSCA's data related products.

This memo updates the SAMM Glossary.

DSCA Policy Memo 24-30, DoD Sales to U.S. Companies for Incorporation into End Items has been posted.

This memorandum updates general policy and process guidance on Section 30 sales agreements, including moving this guidance from DSCA 24-04 Attachment B to SAMM Appendix 8. Arms Export Control Act (AECA), Section 30 (22 U.S.C. 2770) authorizes the USG to sell defense articles and defense services to U.S. companies in support of direct commercial sales pursuant to an approved export license. In accordance with 10 U.S.C. 382(b), the DSCA Director has the authority to execute, administer, and delegate approval authority of all security cooperation programs and activities of the Department of Defense involving the provision of defense articles, military training, and other defense-related services by grant, loan, cash sale, or lease.
