This memorandum provides policy guidance for the Implementing Agencies (IAs) to provide Foreign Military Sales (FMS) design and construction services to foreign partners on U.S. military installations via Letters of Offer and Acceptance (LOA) in accordance with 22 U.S.C.2769, 22 U.S.C. 2796, 10 U.S.C. 2801(a), and 10 U.S.C. 2802.

DSCA Policy Memo 24-96, Establish Nonrecurring Cost Recoupment Charges for Electronic Countermeasures, Radar, S-Band Long Range Detection, AN/SPY-6(V)1 has been posted.

The attached Finding approves the nonrecurring cost (NC) recoupment pro rata charges for the sale, coproduction, or licensed production of the items shown on the Finding table.

DSCA Policy Memo 24-36, Title 10 Building Partner Capacity Long Term Solution has been posted.

Effective immediately, DSCA Policy Memorandum (PM) 24-87 "Title 10 Building Partner Capacity Long Term Solution Policy Implementation" is hereby rescinded. DSCA PM 24-36 incorporates guidance in DSCA PM 24-87 and provides updates to Chapter 15 and Chapter 5. This policy establishes two versions of SAMM Chapter 15. Chapter 15 provides guidance for T10 FY 2025 BPC appropriations, FY 2024 Women, Peace, and Security, and FY 2024 Counter-Islamic State of Iraq and Levant/Counter-Islamic State of Iraq and Syria Train and Equip Fund, and all future year appropriations. Chapter 15-Legacy provides guidance on all other T10 BPC programs and Title 22 BPC programs. The case closure process for cases decoupled from the FMS Trust Fund will be forthcoming in a separate policy memo.

DSCA Policy Memo 24-86, Updates for Standby Letter of Credit Change Guidance in the Security Assistance Management Manual (SAMM) Chapter 9 has been posted.

Effective immediately, this memorandum updates the Standby Letter of Credit Policy in the SAMM Chapter 9. The new policy expands eligible bank requirements for the issuance of Standby Letters of Credit (SBLC) and clarifies the circumstances under which a foreign partner may use a foreign bank as an issuing bank. Moreover, the policy updates confirming bank requirements to be consistent with changes to the issuing bank requirements.

DSCA Policy Memo 24-90, Assignment of Semi-Permanent Program Code "LM" for 10 U.S.C Section 346, Distribution to Certain Foreign Personnel of Education and Training Materials and Information Technology to Enhance Military Interoperability with the Armed Forces to Track Use Beginning in Fiscal Years 25/26 has been posted.

The semi-permanent program code "LM" is assigned to track the provision of training to International Military Students under the authority of 10 U.S.C. Section 346 "Distribution to Certain Foreign Personnel of Education and Training Materials and Information Technology to Enhance Military Interoperability with the Armed Forces".
