This memorandum provides policy guidance for the Implementing Agencies (IAs) to develop Foreign Military Sales (FMS) cost-sharing arrangements with multiple partners, ensuring equitable cost distribution throughout the sale of defense articles or services. This policy provides instruction for IAs to use cost methodologies that allocate costs at a pro rata share to each partner in a cost-sharing arrangement based on a consistent costing methodology.

DSCA Policy Memo 25-114 Establish Non-Recurring Cost Recoupment Charge for AIM-120 C8 Missile (AAVI /ITV), and AIM-120 D3 Missile (AAVI /ITV) has been posted.

DSCA Policy Memo 25-111 Establishing “Interest on Foreign Military Sale Credit (Non-Repayable)” Term of Sale has been posted.

Effective immediately, this memorandum creates a new Term of Sale “Interest on Foreign Military Sale (FMS) Credit (Non-Repayable).” It adds “Interest on Foreign Military Sale (FMS) Credit (Non-Repayable)” to the Security Assistance Management Manual (SAMM), adds a new Type of Assistance code, and establishes conditions for using this new Term of Sale and Type of Assistance code on FMS Letters of Offer and Acceptance.

DSCA Policy Memo 25-96 Update to Dependable Undertaking Grandfather Status and Monitoring has been posted.

This memorandum removes the term “Grandfathered” from the Security Assistance Management Manual (SAMM) in reference to the Dependable Undertaking (DU) term of sale. It also establishes a quarterly review to assess the timeliness of a Foreign Military Sales (FMS) partner’s payments, ensuring they meet the eligibility criteria of their prescribed terms of sale as outlined in the SAMM.
