Assignment of Program Code "Z5" to track Fiscal Year (FY) 2017 Funds Provided for the Iraq Train and Equip Fund (ITEF) Program, Defense Security Cooperation Agency (DSCA) Policy 17-05 [SAMM E-Change 345]
Effective immediately, Program Code "Z5" is assigned to track FY 2017 Overseas Contingency Operations (OCO) funds provided to conduct or support a program or programs under the Iraq Train and Equip Fund (ITEF). Section 1222 of the National Defense Authorization Act for FY 2017 extends the authority to provide assistance to counter the Islamic state of Iraq and the Levant until December 31, 2018 and limits the amount of OCO funds authorized to be expended under this authority to $630M. Funding for ITEF is provided by Division A of the Further Continuing and Security Assistance Appropriations Act, 2017 (P.L. 114-254) and is available for obligation until April 28, 2017. Funding provided by Division B of P.L. 114-254 is not included in "Z5." Upon passage of another continuing resolution or a permanent appropriation act, this memorandum, to include the instructions for preparing Z5 cases and Letter of Offer and Acceptance (LOA) notes, will be revised to cite the appropriate public laws. All implemented cases, to include case notes, will also need to be modified prior to case closure to reflect the appropriate public laws. Management and execution of FY 2017 (Z5) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

The appropriation available for Z5 Letters of Offer and Acceptance (LOAs) is recorded in the SAMM, Table C15.T2, Appropriation Authority column, and shall be cited on each Z5 LOA in the Funds Expiration, Purpose, Availability, and Amount note.

Instructions for preparation of Z5 LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with Z5 LOAs will be fully expended and Z5 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
