Update of Program Code "P9" to track Fiscal Year (FY) 2019 Operations and Maintenance (O&M) Funding Provided for Peacekeeping Operations (PKO), DSCA Policy 20-19 [SAMM E-Change 440]
REFERENCE :
- Assignment of Program Code "P9" to track Fiscal Year (FY) 2018/2019 Oversea Contingency Operations (OCO) Funding Provided for Peacekeeping Operations (PKO), DSCA Policy 18-21 [SAMM E-Change 381] dated April 11, 2018
Effective immediately program code "P9" is updated to track, in addition to FY 2018/2019 OCO funds, FY 2019 O&M funds provided for Peacekeeping Operations (PKO). Funds were provided by Division F of the Consolidated Appropriations Act, 2019 (P.L.116-6) and obligated via transfer from the Department of State to the Defense Security Cooperation Agency via signature of a Memorandum of Agreement pursuant to section 632(b) of the Foreign Assistance Act of 1961, as amended, on September 30, 2019. Funds are available for reprogramming and expenditure until September 30, 2023.
Instructions for preparation of "P9" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "P9" LOAs will be fully expended and "P9" cases will be reconciled and closed two months before the funds cancellation date.
