DSCA Policy Memo 20-58, Mandatory Enhanced End-Use Monitoring (EEUM) for Small Diameter Bomb, Increment Two (SDB-II), All Up Round (AUR) / GBU-53 has been posted.
Effective immediately, this memorandum incorporates E-Change 499 into the Security Assistance Management Manual (SAMM) by adding the SDB-II (AUR) / GBU-53 to the list of defense articles identified for Enhanced End-Use Monitoring in Table C8.T4. In addition, Appendix 6 of the SAMM will include the attached physical security and accountability note for the SDB-II (AUR) / GBU-53.
This memo updates Table C8.T4. Defense Articles Designated for EEUM for all FMS-eligible Countries and adds LOA Note Small Diameter Bomb, Increment Two (SDB-II), All Up Round (AUR) / GBU-53; Security Risk Category III munition to Appendix 6 - LOA Notes Listing.

The Assistance for Relocation of Facilities in Israel, Executive Account was established on the Camp David Accord in September 17, 1978 to pay for the transactions to construct two Airfields in Israel. Effective Fiscal Year 2021, DSCA will close the TAS 11X1088 Assistance for Relocation of Facilities in Israel, Executive Account under DSCA purview.

DSCA Policy Memo 20-87, Calendar Year (CY) 2021 Transportation Costs Look Up Table Rates has been posted.
CY21 Transportation Rates are to be applied to sensitive and hazardous end items that are shipped to Foreign Military Sales (FMS) customers via the Defense Transportation System. These CY21 rates will be published as E-Change 515 to the Security Assistance Management Manual, Appendix 2, A2.2. DFAS-Indianapolis will update the Defense Integrated Financial System (DIFS) with the new rates effective 4 January 2021.
This memo updates Appendix 2, A2.2., and supersedes DSCA Policy Memo 20-03
