This memorandum replaces DSCA Policy 01-19 with the Foreign Military Sales Trust Fund Administrative Surcharge Account Handbook for the Security Cooperation Organization, DSCA Policy 13-40. This handbook provides financial guidance to the SCO community as a supplement to policy and procedures contained in DoD 5105.38-M, Security Assistance Management Manual (SAMM), DoD 7000.14-R, DoD Financial Management Regulation (FMR), and other DoD, Joint Staff, Military Department, and Geographic Combatant Command (GCCMD) Guidance.

The Handbook provides a compilation of policies, concepts, definitions, and procedures relevant to the management of Security Cooperation resources provided to support SCO operations. In the event of conflicting guidance, the SCO should consult the supporting GCCMD Comptroller to determine the appropriate and most current policy and interpretation. The Handbook can be found on the DSCA internet site: http://www.dsca.mil/resources/foreign-military-sales-trust-fund-administrative-surcharge-account-handbook-security-cooperation.

DSCA encourages the SCOs to provide frequent input to improve the content of the Handbook. All requests for clarification or suggestions for improvement should be addressed to the GCCMD Comptroller.
