Guidance for Recording Non-Program of Record Case Line Items in DSAMS, Defense Security Cooperation Agency (DSCA) Policy 21-50

This memorandum directs the Implementing Agencies (IAs) of the U.S. Department of Defense to appropriately mark each case line item in development within the Defense Security Assistance Management System (DSAMS) as either a Program of Record (POR) or Non-Program of Record (NPOR). Inclusion of further guidance into the Security Assistance Management Manual (SAMM) related to the NPOR Community of Interest is forthcoming.

DSCA Weapons, as the Secretariat of the NPOR Community of Interest, has implemented a data metric capture field within DSAMS that requires users to identity whether a case line item is either POR or NPOR. If a case line item is NPOR, case writers should select the appropriate NPOR type. Users should only be prompted to make a POR or NPOR selection on new or edited case line items.

The data obtained by the population of this field will directly support the Security Cooperation Enterprise efforts to better identify, track, and analyze the industry and foreign partner demand signal for NPOR items as well as the Department's overall activities involving NPOR. This data is instrumental for planning purposes.

For more information on the six NPOR types, the IAs should review the reference and/or reach out to the IA representative in the NPOR Community of Interest. DSCA will also coordinate with the relevant NPOR Community of Interest IA stakeholders to support the implementation of this guidance. Each IA will provide service-specific detailed guidance.
