Defense Security Cooperation Agency Policy Memorandum 22-92, Assignment of Program Codes "QV" and "EL" to track Fiscal Year 2023/2024 Two-Year Overseas Contingency Operations Funding provided for Counter-ISIL Train and Equip Funding [SAMM E-Change 614]

Program code "QV" is assigned to track the Fiscal Year (FY) 2023/2024 Counter-ISIL Train and Equip Funds (CTEF) for Iraq and "EL" is assigned to track FY 2023/2024 CTEF for Syria. CTEF activities are authorized under the National Defense Authorization Act for FY 2015 (Public Law (P.L.) 113-291), as most recently amended by the National Defense Authorization Act (NDAA) for FY 2022 (P.L. 117-81). Funds were provided under the Continuing Appropriations Act, 2023 (Division A of the Continuing Appropriations and Ukraine Supplemental Appropriations Act for FY 2023 (P.L. 117-180)). The policy in the attachment is incorporated into the DSCA Security Assistance Management Manual (SAMM) at https://samm.dsca.mil.

Because these program codes were created while the United States Government is operating under a Continuing Resolution (CR), this policy memo will not be rescinded if there is a new CR or full appropriation. The "QV" and "EL" program code entries in SAMM Table C15.T2. will be updated to reflect the current appropriation authority information and the program authority when the FY 2023 National Defense Authorization Act is enacted. DSCA (Office of Strategy, Plans, and Policy, Execution Policy and Analysis Directorate (SPP/EPA)) will notify the DSCA (Office of International Operations, Global Execution Directorate, Case Writing and Development Division (IOPS/GEX/CWD) of any updates to the "QV" and "EL" entries in SAMM Table C15.T2. so (IOPS/GEX/CWD) may update the applicable case notes.

Instructions for preparation of "QV" and "EL" Letter of Offer and Acceptance (LOA) documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "QV" and "EL" LOAs will be fully expended and cases will be reconciled and closed no later than two months before the funds cancellation date.
