DSCA Policy Memo 20-80, Acquisition Policies Pertinent to Security Cooperation has been posted.
This memorandum highlights recent updates to Department of Defense (DoD) acquisition policies pertinent to the security cooperation enterprise. Security Cooperation programs rely heavily upon the DoD capability requirements and acquisition processes. It is DoD policy to consider international requirements including interoperability and exportability when making acquisitions decisions on its own behalf.
There are no SAMM changes as a result of this memo.

DSCA Policy Memo 20-85, Updates to Special Defense Acquisition Fund (SDAF) Inventory Reporting has been posted.
Effective immediately, C11.9.5 Inventory Control and Reporting of Special Defense Acquisition Fund (SDAF) Assets of the Security Assistance Management Manual (SAMM) is revised to update the annual physical inventory inspections of DoD and contractor facilities requirements. This change is a direct result of a Department of Defense Inspector General audit completed in May 2019.

This memorandum provides clarifying guidance for the specific requirements-generating (pre-Memorandum of Request (MOR)) activities in support of Title 10 (T10) BPC cases, and clarifies scenarios related to amendments and modifications of T10 BPC cases financially implemented prior to August 14, 2020.

DSCA Policy Memo 21-08, Assignment of Program Code "EW" to Track Fiscal Year (FY) 2021/2022 Overseas Contingency Operations (OCO) Funding for Counter-Islamic State of Iraq and Syria (ISIS) Train and Equip Fund (CTEF) Programs in Syria and Program Code "QM" to Track Fiscal Year (FY) 2021/2022 Overseas Contingency Operations (OCO) Funding for CTEF Programs in Iraq has been posted.
Effective immediately, program codes “EW” and “QM” are assigned to track Counter-Islamic State of Iraq and Syria Train and Equip Fund programs executed pursuant to Section 1221 of the National Defense Authorization Act for FY 2021 (Public Law (P.L.) 116-283). Funds for codes “EW” and “QM” are provided under Division C of the Consolidated Appropriations Act, 2021 (P.L. 116-260).
This memo adds codes EW and QM to Table C4.T2B. - Security Cooperation (SC) Customer and Regional Codes and FMS Eligibility (DSCA/DFAS Reserved) and Table C15.T2. BPC Programs and Authorities - CTEF.
