December 19, 2024 | DSCA Policy Memo 24-36, Title 10 Building Partner Capacity Long Term Solution has been posted. Effective immediately, DSCA Policy Memorandum (PM) 24-87 "Title 10 Building Partner Capacity Long Term Solution Policy Implementation" is hereby rescinded. DSCA PM 24-36 incorporates guidance in DSCA PM 24-87 and provides updates to Chapter 15 and Chapter 5. This policy establishes two versions of SAMM Chapter 15. Chapter 15 provides guidance for T10 FY 2025 BPC appropriations, FY 2024 Women, Peace, and Security, and FY 2024 Counter-Islamic State of Iraq and Levant/Counter-Islamic State of Iraq and Syria Train and Equip Fund, and all future year appropriations. Chapter 15-Legacy provides guidance on all other T10 BPC programs and Title 22 BPC programs.
