2025 - December 18 | DSCA Policy Memo 25-116 Clarification of Government-to-Government Only List has been posted. Effective immediately, this memorandum updates the Security Assistance Management Manual (SAMM) to add the current list of defense articles and services, by general name or category, that the United States considers to be available for export solely on a Government-to-Government basis.
