Administrative and User Survey Updates:

• Chapters have been consolidated into single web pages. This allows users to search via their web browser through an entire chapter, similar to how users previously searched the 2003 SAMM PDF files.

  Note: Due to the size of some of the chapters, they may take a little while longer to load than the previously posted individual sections.

• LOA Note references have been linked to the E-SAMM.

• Table formatting updates to increase page usage when printing.

• Hyperlinks were corrected/fixed throughout the entire manual.

• An administrative updates were performed to Chapter 5, Section 4 and to Chapter 7, and Appendix 1.

We are continuing to develop the E-SAMM to better meet the Security Cooperation community's needs. Additional updates will posed as they are completed and noted on this page.

DSCA Policy Memo 12-46, Changes to the Department of Defense (DoD) Financial Management Regulation (FMR) Computation of the Amount to be Reserved for Future Administrative Expenses (Safety Level) Associated with the Foreign Military Sales (FMS) Administrative Surcharge Account has been posted.

This memo adds Section C9.15. Foreign Military Sales (FMS) Trust Fund Administrative Surcharge Safety Level to the E-SAMM

E-SAMM changes resulting from DSCA Policy Memo 12-15 Revised Guidance for Requests for Other than Full and Open Competition have been posted.

This memo modifies Chapter 6, C6.3.4. Sole Source Request, removes the LOA note titled 'Sole Source Procurement' and adds LOA note Procurement Using Other Than Full and Open Competition.

Due to the removal of Table C6.T2. 'Possible Sole Source Justifications' by this memo, tables in Chapter 6 have been renumbered.
