Implementing Agencies (IAs) are required to conduct Annual Case Reviews (ACRs) in accordance with the DoD Financial Management Regulation (FMR) Vol 15, Chapter 7, Section 070204 and DSCA Security Assistance Management Manual (SAMM) Chapter 16, C16.2.3.1, and Appendix 7, Chapter 2, A7.C2.5, Figures A7.C2.F6 and A7.C2.F7. Effective immediately, on a quarterly basis, DSCA will request and review a sampling of the signed ACR Checklist (A7.C2.F7). This memo adds Section C16.2.3.1.1. DSCA Oversight of Annual Case Reviews to Chapter 16 and Section A7.C2.5.2. DSCA Oversight of Annual Case Reviews to Appendix 7, Chapter 2. The purpose of this memorandum is to provide financial guidance on the process and timeliness of reimbursements to the Special Defense Acquisition Fund (SDAF) account. This applies to all reimbursements of SDAF funds for defense articles and services sold on Foreign Military Sales (FMS) cases. This memo updates SDAF Sections C11.9.6.5. Pricing Rules, C11.9.6.6. Payment Schedules, C11.9.6.7. Supply Discrepancy Reports (SDRs), and C11.9.6.8. Reimbursement to the SDAF. and subsections within. Effective immediately, program code “ED” is assigned to track funds provided to conduct or support programs utilizing the authority provided by section 1263 of the FY 2016 National Defense Authorization Act (NDAA) (Public Law (P.L.) 114-92), as amended by section 1289 of the NDAA for FY 2017 (P.L. 114-328), section 1252 of the NDAA for FY 2019 (P.L. 115-232) re-designating the authority as "the Indo-Pacific Maritime Security Initiative"; and section 1251 of the NDAA for FY 2020 (P.L. 116-92). This memo adds code ED to Table C4.T2B. - Security Cooperation (SC) Customer and Regional Codes and FMS Eligibility (DSCA/DFAS Reserved) and Table C15.T2. BPC Programs and Authorities - MSI.
