JUMPSTART.1.1. The Joint Ukraine Multinational Program - Services, Training and Articles Rapid Timeline (JUMPSTART) is a mechanism that leverages financial donations from Allies and partners to fund Ukraine Letters of Offer and Acceptance (LOAs) through the Foreign Military Sales (FMS) system. This mechanism is used to procure defense articles, services, and training for Ukraine to support their self-defense following Russia’s invasion.
JUMPSTART.2.1. The aspiring donor country must first establish the financial relationship with DSCA through a Funding Arrangement (see Figure JUMPSTART.F1.) Funding Arrangement) to fund a Joint Ukraine Multinational Program - Services, Training and Articles Rapid Timeline (JUMPSTART) case for Ukraine. Through this document, donor countries can define the scope of assistance they are willing to fund (see Figure JUMPSTART.F3. Annex B).
JUMPSTART.2.2. "Assistance" means - the provision of support to Ukraine consistent with applicable U.S. law.
JUMPSTART.3.1. Defense Security Cooperation Agency. DSCA has overall responsibility for program and financial management, and any congressional reporting required. DSCA also coordinates with the Department of State, Political-Military Bureau, Office of Regional Security and Arms Transfers (State (PM/RSAT)), the donating party, the Office of the Under Secretary of War for Policy (OUSW(P)), and the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), and the Implementing Agency (IA) on program execution.
JUMPSTART.3.2. Military Group Ukraine. The Military Group (MILGP) for Ukraine assists Ukraine with drafting and submitting a request for Rough Order of Magnitude (ROM) for a Letter of Offer and Acceptance (LOA, also known as a case) to initiate the foreign Military Sales (FMS) process. MILGP also provides critical contributions in generating the Country Team Assessment (CTA) required for any FMS case.
JUMPSTART.3.3. Office of the Undersecretary of War for Policy. OUSW(P) Coordinates with the U.S. European Command (EUCOM) to ensure DoW current priorities and policies are being considered throughout execution of the program and develops international security strategies and policies of DoW interest that relate to global allies and partners.
JUMPSTART.3.4. Office of the Undersecretary of War for Acquisition and Sustainment. OUSW(A&S) Provides overall guidance to DSCA regarding program execution and acquisition/sustainment issues.
JUMPSTART.3.5. Department of State. DSCA submits Congressional Notification (CN) packages to State (PM/RSAT) for review. State (PM/RSAT) also reviews Letter of Offer and Acceptance (LOAs) packages and confirms sales to Ukraine.
JUMPSTART.3.6. Defense Finance and Accounting Service. Defense Finance and Accounting Service (DFAS) will ensure the payment is properly credited to the applicable FMS LOA. DFAS also notifies the donor and Ukraine of funds execution by generating the billing statement (DD Form 645) each quarter.
JUMPSTART.4.1. Donations. Allies and partners may provide donations to finance foreign military sales (FMS) cases using the Joint Ukraine Multinational Program - Services, Training and Articles Rapid Timeline (JUMPSTART) mechanism.
JUMPSTART.4.2. The donations received under JUMPSTART are for the benefit of Ukraine and are treated as national funds.
JUMPSTART.4.2.1. The Term of Sale on JUMPSTART Letters of Offer and Acceptance (LOAs) must reflect Cash with Acceptance and include the program specific case note: See Appendix 6 JUMPSTART.
JUMPSTART.4.2.2. Before the Defense Finance and Accounting Service (DFAS)can accept funding on behalf of Ukraine, DSCA and the donating partner must complete and sign both the “Funding Arrangement” (see Figure JUMPSTART.F1.) and the Figure JUMPSTART.F3. Annex B, “Direction to U.S. DoD and Funding Amount”, documents provided herein as attachments and annexes, to establish the terms of the donation.
JUMPSTART.5.1. See Section C5.6. for Congressional Notification requirements for FMS LOAs.
JUMPSTART.6.1. Financial implementation of cases implemented under Joint Ukraine Multinational Program - Services, Training and Articles Rapid Timeline (JUMPSTART) shall not occur until the Letter of Offer and Acceptance (LOA) is accepted, a Funding Arrangement and its Annexes (Figure JUMPSTART.F2. Annex A and Figure JUMPSTART.F3. Annex B) are on file with the Implementing Agency (IA), and donations have been remitted to the Defense Finance and Accounting Service, Security Cooperation Accounting (DFAS-SCA) Directorate for processing. DFAS-SCA will create a Treasury Holding Account, unique to the JUMPSTART donating partner, and will manage the donations.
JUMPSTART.6.2. The DD Form 645, Quarterly Billing Statement, will remain the billing mechanism to inform donors and Ukraine of financial requirements, accrued expenditures, and delivery of defense articles and/or services.
JUMPSTART.6.3. The disposition of residual funds on JUMPSTART cases is at the discretion of DSCA, the donor, and Ukraine. Residual funds may be returned to the donating partner at the written direction of Ukraine. DFAS will follow procedures in Section C9.11.5. for return of excess cash funds.

JUMPSTART.7.1. Follow all Foreign Military Sales (FMS) reporting requirements throughout the SAMM.
JUMPSTART.7.2. Foreign Military Training Report. All training conducted under Joint Ukraine Multinational Program - Services, Training and Articles Rapid Timeline (JUMPSTART) is subject to inclusion in the annual Foreign Military Training Report (FMTR). See Section C10.21.2. for more information
