DSCA Policy Memo 21-46, Transportation Updates for Building Partner Capacity (BPC) Letters of Offer and Acceptance (LOA) for the Afghanistan Security Forces Fund (ASFF) has been posted.
The withdrawal of U.S. forces and U.S.-contracted support from Afghanistan requires updates to the terms and conditions for Title 10 Building Partner Capacity (BPC) Letters of Offer and Acceptance (LOAs) implemented for the benefit of Afghanistan. Effective immediately, this memorandum incorporates the attachment E-Change 533 into Appendix 6 of the Security Assistance Management Manual (SAMM) by adding the "Building Partner Capacity (BPC) Materiel Transfer for Afghanistan" note.

DSCA Policy Memo 21-48, Assignment of Program Code "FH" to track Fiscal Year (FY) 2021/2022 Operation and Maintenance Defense-wide Overseas Contingency Operations (OCO) Funding Provided for the Coalition Readiness Support Program (CRSP) has been posted.
Effective immediately, program code "FH" is assigned to track FY 2021/2022 Operation and Maintenance Defense-wide OCO funds appropriated under the Coalition Support Funds and designated for the CRSP. Funds were provided by Division C of the Consolidated Appropriations Act, 2021 (Public Law 116-260) and remain available for obligation until September 30, 2022.

DSCA Policy Memo 21-54, Assignment of Program Code "EU" to track Fiscal Year (FY) 2021/2022 Overseas Contingency Operations (OCO) Funding Provided for Peacekeeping Operations (PKO) - Africa has been posted.
Effective immediately, program code "EU" is assigned to track FY 2021/2022 OCO funds provided to execute PKO - Africa programs under the authority of Section 551 of the Foreign Assistance Act (FAA) of 1961, as amended. Funds were provided by Division K of the Consolidated Appropriations Act, 2021 (Public Law 116-260).
