DSCA Policy Memo 20-01, Letter of Offer and Acceptance (LOA) Standardization Guide has been posted.

In an effort to standardize and improve the quality of LOA documents, the Military Departments (MILDEPs) and DSCA developed the attached LOA Standardization Guide to facilitate LOA development across the Security Cooperation Enterprise. All LOA document developers will follow this guide when developing their LOA documents using the Defense Security Assistance Management System (DSAMS), which will promote consistency and accuracy.

DSCA Policy Memo 20-29, Security Assistance Management Manual (SAMM), Administrative Changes has been posted.

This memorandum updates the SAMM with clerical and administrative changes. This memorandum does not contain contextual policy changes. DSCA will issue contextual changes to the SAMM under a separate policy memo/SAMM E-change.

This memo updates 16 LOA notes found in Appendix 6, adds Risk Assessed Payment Schedules Conditions to Table C9.T14. Initial Deposit Requirements, and revises C11.3.4. EDA Pricing.

DSCA Policy Memo 20-42, Assignment of Program Code QS to track Fiscal Year (FY) 2020/2021 Operation and Maintenance Funds Provided for the Coalition Readiness Support Program (CRSP) has been posted.

Effective immediately, program code "QS" is assigned to track FY 2020/2021 Operation and Maintenance, Defense-wide funds appropriated under the Coalition Support Fund (CSF) and designated for the CRSP. CRSP is funded by CSF and appropriated under Division A of the Consolidated Appropriations Act, 2020 (P.L. 116-93). CRSP funds will remain available for obligation until September 30, 2021.

This memo add CRSP Code QS to Table C4.T2B. - Security Cooperation (SC) Customer and Regional Codes and FMS Eligibility (DSCA/DFAS Reserved) and to Table C15.T2. BPC Programs and Authorities
