Effective October 1, 2019, the Office of the Under Secretary of Defense (Comptroller) (OUSD(C)) policy referenced in (a), requires all DoD components to replace their Triannual Review process with the Dormant Account Review-Quarterly (DAR-Q) process. This change was implemented to demonstrate DoD's commitment to effective stewardship of financial resources through improved execution of budgetary resources, to include timely reconciliation and closure of Foreign Military Sales related financial transactions.

This memo adds C14.4. - Dormant Account Review-Quarterly and removed C16.2.3.2. Triannual Review.

DSCA Policy Memo 20-89, Security Assistance Management Manual (SAMM), Administrative Changes has been posted.

DSCA Policy Memo 21-03, Assignment of Program Code “DX” to track Fiscal Year (FY) 2021 Operation and Maintenance (O&M) Funding and Program Code “EO” to track FY 2021/2022 O&M funding provided for Ukraine Security Assistance Initiative (USAI) has been posted.

Effective immediately, program codes “DX” and “EO” are assigned to track Ukraine Security Assistance Initiative (USAI) programs executed pursuant to Section 1235 of the National Defense Authorization Act for FY 2021 (Public Law (P.L.) 116-283). Funds for codes “DX” and “EO” are provided under Division C of the Consolidated Appropriations Act, 2021 (P.L. 116-260).

This memo adds codes DX and EO to Table C4.T2B. - Security Cooperation (SC) Customer and Regional Codes and FMS Eligibility (DSCA/DFAS Reserved) and Table C15.T2. BPC Programs and Authorities - USAI.
