Defense Security Cooperation Agency Policy Memorandum 22 -82, Administrative Changes [SAMM E-Change 605]
This memorandum updates the Security Assistance Management Manual (SAMM) with clerical and administrative changes. This memorandum does not contain contextual policy changes. DSCA will issue contextual changes to the SAMM under a separate policy memo/SAMM E-change. The attached administrative changes will be included in the online version of the SAMM at https://samm.dsca.mil.

C4.3.1.2. is revised as follows:
Current Wording:
C4.3.1.2. Lead Agency for Advocacy. DSCA is the DoD focal point for policy regarding U.S. participation in international competitions. The Department of Commerce (DoC) is the lead USG agency for policy regarding advocacy of U.S. offerings to foreign governments. The Military Departments (MILDEPs) and defense contractor team develop the proposal, which is presented by the appropriate MILDEP as the representative of the U.S. government. Table C4.T4. identifies the lead agency and advocacy for the USG responses.

Transfer of U.S.-origin MANPADs and components is based upon the recipient's ability and commitment to implement security and accountability controls at least equivalent to those employed by the United States, which exceed the Wassenaar Arrangement's Elements for Export Controls of MANPADs. All security cooperation organizations and personnel, to include MILDEPs and SCOs, must get specific approval from DSCA (DSA Weapons Division (DSA WPNS)) and Strategy, Plans, and Policy Directorates (SPP)) prior to any discussions on MANPADS with any potential purchaser. This includes discussion of sales for replacement batteries, parts, components, or expendables for MANPADS. This requirement stands even for countries previously sold MANPADS or approved for MANPADS sales. See sales. See Table C5.T1f. and Chapter 8 for more information on Stinger/MANPADS.

Defense Language Institute English Language Center (DLIELC), under the command of U.S. Air Force Air Education and Training Command (AETC), is responsible for operational and technical control of the Defense English Language Program (DELP), which encompasses all Department of Defense (DoD) English language programs or courses conducted for U.S. personnel or international students under the International Military Education and Training (IMET), Foreign Military Sales (FMS), and DoD-funded security cooperation (SC) programs worldwide which leads to follow-on U.S. military training.

C10.10.2. Responsibility for English Language Training. Defense Language Institute English Language Center (DLIELC), under the command of U.S. Air Force Air Education and Training Command (AETC), is responsible for operational and technical control of the Defense English Language Program (DELP). This program encompasses all Department of Defense (DoD) English language programs or courses conducted for U.S. personnel, as well as international students under the International Military Education and Training (IMET) program, Foreign Military Sales (FMS), and DoD-funded Security Cooperation (SC) programs worldwide to prepare students for follow-on U.S. military training. MILDEP international education and training activities compile and submit English language training requirements for their respective service to the DoD Executive Agent for ELT, currently HAF A1/D.
- Section C12.8.7.5. is removed due to Deputy Under Secretary of Defense for Policy for Stability and Human Affairs concurrence, released on 21 Jul 20, to cancel DSCA maintaining and managing of Humanitarian Daily Rations.
- C4.T2. and C4.T2B. are updated to remove references to Security Cooperation Customer Codes "C7," "C8," and "C9." These codes were assigned in DSCA Policy Memorandum 13-02 but were never established for use in the Defense Security Assistance Management System (DSAMS).

Cash Prior to Delivery
Used if the purchaser is authorized either Dependable Undertaking, Credit Assured Payment Schedules (CAPS), or Risk Assessed Payment Schedules (RAPS) and the USG authorizes purchaser cash payment in advance of delivery of defense articles and rendering of defense services and design and construction services from DoD resources.
